SASP Motor Pool #692

Closed OccamsSabre closed 4 years ago

OccamsSabre commented 4 years ago

Is your feature request related to a problem? Please describe. Currently the SASP has limited tools at their disposal to deal with certain civilian vehicles. While it is true that SASP should not win every chase, they should be inclined to win a percentage of them.

With the city in its current state, most pursuits are conducted with stolen local vehicles, making the current SASP Motor Pool more than acceptable. However, with time civilians will regain access to higher powered vehicles. As has been demonstrated in the past, civilians have no qualms using a $800k four door, i.e. the Bentayaga, in a police pursuit, despite the vehicle bearing their personal license plate.

Further, the SASP completely lacks off-road options with the removal of the BMW, which was treated in part as a crossover bike for some off-road pursuits.

Describe the feature you'd like

Off-road Pursuit Vehicles

Currently the SASP has only two vehicles capable of any form of off-road pursuit. (1) AIR-1, which requires a rank of Sgt. or higher to deploy or (2) the Ford Explorer, which requires a rank of Sgt. or higher to deploy.

Meanwhile, civilians have access to the Sanchez dirtbike, capable of speeds in excess of 100 miles per hour, at the entry cost of $11,000.00 (a single Gruppe Sechs run in some cases). This is not including other options such as the Kamacho, Guardian, Riata, and others, all available for $200,000.00 or less.

The police needs 1-2 further options for off-road utility vehicles.

One option is a police truck, implemented in base GTA V as part of the casino update. This individual asset could be implemented and re-skinned to fit the current SASP liveries.

Another option would be the import of another truck, such as one like this or this F250 or modifications performed to vehicles and assets already in game such as the Riata or F150.

Secondary options should be considered such as a a police dirt bike (a modification of an existing vehicle, perhaps) or other off-road vehicles such as the Kamacho.

Realistically these options should require specific off-road training and pursuit tactics, handled within the SASP, and should be available beginning at Trp. II - Trp. III.

SASP Vehicle - Handling Options

Another issue facing the SASP are vehicles such as the Subaru SSTI and Bentayaga which are capable of turning corners at exceptional speeds.

The SASP needs a particular vehicle capable of combating that. Such a vehicle should not be a standard pursuit vehicle capable of reaching high top speeds, but should instead focus primarily on catching suspects who have a tendency to turn corners sharply at high rates of speed continuously.

I would recommend something along the lines of the Ford Taurus, previously available, but modified to meet (or almost meet) the performance standard of vehicles such as the SSTI or Bentayaga.

Describe alternatives you've considered Modify the BMW to match statistics with the Honda CBR and put it back in circulation.

Additional context

At this stage the SASP has been, at least internally, requesting off-road pursuit vehicles and additional vehicle options for a very long time. Although it is unanimously agreed that the BMW should not be able to keep up with a $2 million super car, the BMW was also our department's primary, if not only, way of catching many popular civilian vehicles.

Right now many in the SASP feel as though something has been taken away with nothing being given and no alternatives being considered, and one of our primary tools for catching some of the city's most common vehicles was squandered.

While right now we are in a post wipe state and many of these vehicles are not on the streets, in a few weeks time as these vehicles begin to re-emerge the SASP will need further tools to combat these cars.

The Subaru I believe is balanced. It might have the handling (not as good as it used to be) but it does not have the speed anymore. Coming to the conclusion of "The SASP keeps its current motor pool and simply executes Tennessee v. Garner and opens fire on fleeing felons" is a no no. The easiest outcome which you may not like is let them get away. If they're posing that much of a risk, call it off.

As Jack said, think about the longevity of the RP, grab a plate, recognise a face. Try build a case instead of the same 'Chase, catch' mentality. If they're that much of a threat, more often than not they will be too hot to hide and they will be found sooner or later.

Coming back to my point above about opening fire. The SASP should not be posing that much of a threat to the suspects. If they open fire from the get go then we get it, they're a loose cannon. What I am trying to say is the crims will only open fire if we are munching their back bumper. If we stay back, try get an insight to who we are looking for, then we can get other measures in place such as Air-1 or spike strips. No need to go Bruce Willis and ram them off the road because if anything this is what causes them to shoot.

Regarding adding vehicles, its been said multiple times: Jarrrk doesn't have the time to spend on finding the correct vehicles and making sure the handling, liveries and so are all good. From my understanding its always been the case that a member of PD command needs to present a cop car ready to go with the liveries, handling and so on

I also believe the SASP is too focused on winning each scenario in the moment it happens. This is a public department that doesn’t have a massive budget. If a crim has saved up enough money to purchase and maintain a very expensive car, they should be able to outrun the police. But, as was mentioned before, it will have their own plate on it. This is an RP server, so why not initiate some RP around these criminals? Lock the plate, place a BOLO, get a description of the driver from a witness, them track them down. Use a most wanted system to enlist the help of other civilians.

How many times have you seen the PD conga line? Every car in server following around behind the crim in a line. One wrecks, goes to repair while the rest continue the pursuit. Meanwhile you have other scenarios that require police being ignored. Why? Because every single car in service is following the crim. Why not employ some interception tactics, or have some units stay on patrol. When the threat to innocent lives becomes to great, the chase should be called off. Let the police go back to attending other business. This isn’t GTA online or cops and robbers. I sat at PD for an RP interaction for over an hour once because there were “more exciting” things to do instead of RPing. I’ve had to 10-12 awaiting police to code 4 a 10-52 for so long the person just took the L. I don’t think the motor pool is the issue here.

the SASP has limited tools at their disposal

Insane statement when you compare PD to anything else on HighLife, even more specifically towards vehicles.

civilians have no qualms using a $800k four door, i.e. the Bentayaga, in a police pursuit

How do you know this? Insurance costs are based on vehicle prices which would be bank-breaking at $800k, PD can also set an impound price on peoples vehicles with the 2.0 update.

the SASP completely lacks off-road options

I can say x lacks x to a lot of things but I'm not going to do that because there's more pressing things to fix, core features/gameplay/balancing. This entire post has come to fruition based on an OP monorail, dragster-like police motorcycle being removed - temporarily, might I add, which is frankly insane that all of a sudden there's trouble brewing and people are scrambling to throw new articles into this issue tracker, negating the point of chain of command.

It's like the entire tekashi69 situation, you got snitched on now it's about snitching on the other two, at tops, three vehicles that have problematic handling, it's easy to temporarily remove a vehicle that isn't player owed, you can't buy a police BMW so it's the obvious solution.

the Ford Explorer, which requires a rank of Sgt. or higher to deploy

Go to command and request it be changed?

One option is a police truck, implemented in base GTA V as part of the casino update

FiveM doesn't even support the Diamond Casino DLC.

Realistically these options should require specific off-road training and pursuit tactics, handled within the SASP, and should be available beginning at Trp. II - Trp. III.

Not a 'me' problem.

the BMW was also our department's primary, if not only, way of catching many popular civilian vehicles

Then I'm sorry but you all need some driving lessons, or should learn to let some pursuits go as should be expected, get the plate, BOLO it, do some actual police work in building a profile of the suspect etc.

Right now many in the SASP feel as though something has been taken away with nothing being given

Can't begin to explain how stupid that comment is. An incredibly overpowered, free of cost vehicle that was used religiously the second more than two cops are online against the entire player-base with their panto's, sultans and other oddities, is not fair or anywhere close to balanced.

Not to mention, the "with nothing being given" is incredibly pretentious and makes the entire department, to me, seem entitled.

Curb that please, I'm just one person working on everything.

Modify the BMW to match statistics with the Honda CBR and put it back in circulation.

For the love of god people need to keep their theories to themselves instead of spreading misinformation, it's not that simple, you can't do that, it's not how it works - https://github.com/Jarrrk/HighLife/issues/689#issuecomment-542478456_

Last thing, your choice in wording, notably "win" is what's sad about the current state of PD as mentioned in #689, it's not about winning, this entire server isn't about winning, there's nothing to win, no end-game, no final boss.
