Vehicle Locks Not Locking #7018

What happened?

Occasionally, vehicle locks will get stuck locked or unlocked, where you have to press U several times to actually cycle the locks

For example, Vehicle is currently locked In order to unlock you may have to press U 4+ times.

This is an intermittent issue. But it can cause prolong wait times to get in your vehicle in rough situations.

Expected result

Lock toggle seamlessly

Reproduction steps

  1. Be inside or outside vehicle
  2. attempt to lock or unlock
  3. see issue

Will rewrite vehicle locks when I get a minute to fully utilize state bags.
