PAL rendering notification #254

What steps will reproduce the problem?
1.Start the emulator
2.Load any PAL game
3.Select PAL timings in the options menu

What is the expected output? What do you see instead?
When running a game in PAL mode, I expect 8 extra rows of visible pixels 
at the bottom of the screen. However, those rows of pixels doesn't appear.

Does this issue occur on FCE Ultra for Windows?
Not in FCE Ultra 2.1.2.

What version are you using? On GameCube or Wii?
3.1.3, Wii.

Are you using the official build (from the downloads page or auto-update)?
The official build from this page.

Please provide any additional information below.
The emulator also has some difficulties detecting if a NTSC or PAL game is 
being loaded.

Small correction; There should be 8 extra rows of pixels visible at both the 
top and 
bottom, not only the bottom. In other words, there are 16 rows of pixels that's 
missing in PAL mode, not only 8.

also. if i load a ntsc game on a pal wi, with pal timing, the sound gets 
distorted
like crazy...

if i use ntsc timing and a pal rom, the game only goes a bit slower...
