Hunter (Bowman) -- Decoy is nonfunctional due to delay #397

Describe the bug When I was trying out the Hunter class today, my Decoy was useless because it took like 10 seconds to rez, which meant that it never taunted anything

To Reproduce Steps to reproduce the behavior:

  1. Put on a Bowman thong with the Hunter class
  2. Go on an adventure
  3. Fight some monsters
  4. Use Decoy
  5. Get killed waiting for it to spawn

Expected behavior Decoy should cause enemies to stop attacking you within a second or two, even if it has to make you untargetable for 10 seconds in order for that to work.

Bug appears to be intermittent

Having it constantly spawned is not something the system can handle right now. But I'm thinking the major issue was caused by the rez bug of 2021. Hopefully it should be better now. Reopen if it's still too big of an issue to deal with.
