Some items in PanRi cannot be picked up

For some reason, I try to pick up an item in the game, but there is no prompt to do so for some items in some instances.

To Reproduce Steps to reproduce the behavior:

1. Go to any item you want to pick up.
2. See if a prompt to pick it up shows up

Expected behavior Said prompt to appear on the screen all the time

The same can also be said for the PanRi Free Roam quest: The Succ. Some of the items in that area do not respond at all when trying to interact with the missing belongings.

This seems to be down to the SL unreliable listener system. We would need better tools from LL to make a more robust spawner. But I will implement some workarounds that will take effect in future spawns. For now I will focus only on making quest items more robust.
