login user can not create poll which have no group?

should we allowed signed-in user to create poll public, or AKA not belong to any group?

I think signed in user should have all the right of Anonymous user except Anonymous, so I prefer to say yes.

Logged in users are able to create a poll in the 'public' group which is visible to everyone, logged in or not.
