deactivated poll created by anonymous user cannot be active again. #33

user can not change activated/deactivated situation of other's poll. anonymous user can not change activated/deactivated situation of any poll. no one have permission to active a poll created by anonymous user and be marked as deactivated when been creating.

( I think this is our easter egg.)

Disabled the toggle for anonymous user and set all polls active for anonymous users on creation
