Add about page that can be translated

So that users and potential contributors can learn more about the project, who is behind it, and it's motivations, these commits add an about page to the site.

First part of #13 , the next part is the expand the text to cover the points in #13 .

These commits:

• add a link in the footer to get to the about page
• adapt the translation helpers so that page can be translated (they can now be used for any page)
• add initial google translate placeholder translations for the about page and new links
• simplify the text of the translate link to "translate this"—a bit simpler and fits better.

@JasonThomasData could you please do a review of this code / changes and see you if can see any improvements? If you're happy with this start on the about page go ahead an merge 👍
