Move the CI build to Azure Pipelines

The current AppVeyor build can't even run the tests, and I think it's threading issues from being underpowered. Regardless, move to Azure Pipelines and try to add testing support for the Postgresql, RabbitMQ, and Sql Server support via Docker.

[ ] Remove HTTP tests from Storyteller specs
[ ] All StorytellerSpecs passing

[ ] Disable AppVeyor build
[x] Set up GitHub hooks
[ ] Update badge on docs
[ ] Update badge in readme
[ ] Trigger on pull requests
[x] Eliminate Rake????????

The Storyteller specs hang!!! Somewhere there's an IHost that doesn't get closed.

Nope, using GH Actions instead.

It's on GH actions. The super integration test heavy stuff doesn't work well
