New docs website #291

The following has been done as part of new docs site based on VitePress:

Convert all the existing stdocs content to VitePress based under docs folder
Update all the cross referenced links to use the VitePress structure
Fix all Markdown linting errors
Fix typos
Convert pre tags to fenced Markdown
Convert div based alert blocks to VitePress equivalent
Fix Markdown file names to have proper kebab cased slugs
Add package.json with the required build scripts
Add Markdown Snippets config mdsnippets.json
Update samples to use region based fences
Update sample placeholders in Markdown files to use Markdown snippets format

I have hosted the new docs for testing at https://lamar-docs-test.netlify.app including Algolia based search functional.
