BP to class HistoricConversionQueryBuilder and removes the Override annotation.

HistoricConversionQueryBuilder stands all by itself, with no place in the RI. the actual ConversionQueryBuilder is located in the APi, so a "patch" or workaround in the RI makes no sense. If a Java 7 BP of the Lib-Incubator where it is was desired, please create this bp.
