Handle shutdown of Bintray's JCenter #11

This component was signed and published to MavenCentral through a Bintray upload.

As Bintray's JCenter will be shut down the build process needs to be changed for publishing directly to MavenCentral. See this article on how this can be achieved.

At this opportunity we should also switch to Github Actions when publishing.

Solved with release 1.14.4.
