Minimum percentage of members needed to for motion to amend rules #8

Point 24.2 specifies the minimum percentage of members needed to sign in order to pass a motion to amend (or replace) the rules. We need to decide on this percentage.

I'm thinking 2/3rds of the membership?

For reference, Ruby NZ uses 20%.
