Upgrade to the 16th SOFA release #6

It would be useful to upgrade this Java package to stay tuned to the C/Fortran IAU SOFA releases of July 2020.

yes - I had not noticed the IAU release, nor this issue for some reason - there are not too many changes, so it is not too much work
