Adding a needed tau_basis #16

tau_basis.npy was necessary, but deleted. I moved it from GLIF_network to another directory, which will be more convenient. The name of the folder 'synaptic_data' could be less general than something like 'misc_data', so please change if you prefer that way.

I also included changes related to core selection (separated for loss and plot/analysis)
