Is it possible to evoke, or add, the ETH algo via command line?

No, there is no support for any eth variants in cpuminer-opt. I'm not aware of any cpu miners for eth.

The options added in v3.9.7 are only applicable to yescrypt and yespower. The N parameter can also be used for scrypt.
