EN Learner/Employer account conflict #52

There needs to be a check in place that does not allow the same email address to be assigned to both a learner and an employer account. It causes the system to be unable to load some of the detail pages (a learner's application page).

Mai tried logging into my CyberSkills2Work account, but received this message:
Not Found

The requested resource was not found on this server.
