Plz plz plz help fixing Arabic hardware keyboard support

What steps will reproduce the problem?
1. Selecting keyboard from settings with Arabic and english packages installed
2. Opened hardware keyboard with the language indicated as Arabic 
3.

What is the expected output? What do you see instead?

I was expecting Arabic letters to show up instead English letters were typed

What version of the product are you using? On what operating system?

Latest version 20110620, device Milestone with custom MIUI 1.8.12 ROM

Please provide any additional information below:

My milestone stock software supports language toggle on it's hardware keyboard 
and there is a dedicated button to do that, as well the binary files form the 
alternative layouts ( Arabic Hebrew Russian ) are present in the system files 
of all custom ROMS BUT I CAN'T ACCESS THEM

Last thing I've tried is making the Arabic layout the default inside the system 
file...it worked perfectly but it stopped typing english!!

If there is any developer out there willing to help me out with patching the 
binary fie for Arabic inside it's language pack so I can fully benefit from my 
milestone while using custom Rom

Am willing to help out with anything needed...my programming skills aren't that 
professional otherwise I would've done it my self.....so plz plz plz if there's 
anyone out there can u help me out over here !
