User controller #22

Changes are outlined in commits on this branch. @caldwellc1 @rivendell10 @patrickbeekman it turns out the back end mocha tests are dependent on the routes, so that issue will have to be completed before tests can be added for the controller. Please review the controller code here and when this is approved and merged, I'll do the routes and add the controller tests with that pull request. Sorry for the confusion - thanks!
