-C and -b options are broken #32

The introduction of the -b parameter broke the -C parameter and didn't
properly handle the argument of -b

I've fixed this with a test atop the "stats settings" change and used that
feature to verify the effect, but it may need to be backported if the
community has issues with "stats settings".
