RFE: generic config parser #90

We need a function to parse key=value configuration options/files in order to 
let the different 
engines parse their configuration options..

I may need to look into this a bit more, but when I ran this last night, I got 0
coverage on the parser code.  I *see* a test, so that doesn't quite make sense 
to me.
