Is putting energy into level 8 controller rising GCL ?

https://docs.screeps.com/control.html - Yes it is, if there are developing rooms (rooms with RCL<8) upgraders should be spawned only if controller.ticksToDowngrade<CONTROLLER_DOWNGRADE0.5 and they should be spawned until controller.ticksToDowngrade<CONTROLLER_DOWNGRADE0.9, If there are no developing rooms: it should be fixed at CONTROLLER_MAX_UPGRADE_PER_TICK
