Base building CPU usage #201

Split that into at least 2 consecutive ticks, check when a room_plan and building_list should be set to empty array, so room_planner works properly on multiple ticks for "one calculation"

*split that into more sections, they do not have to be done in consecutive ticks, but progress should be stored in memory, also add variable for checking if alghorithm reached end of stage

splitet into 5 stages, if once succed to plan base, nex time it is only building from plan
