[Feature] Allow Translator to work with Jeetbot #46

Add a new feature that allows users to use a translator through the bot.

Example: English user sees English channels. Japanese user sees Japanese channels. Both users can interact together through a channel that translates what they say for each other in their respective channels.

Eng User Social Category |-- General Chat (English side)

Japanese User Social Category |-- 般的なチャット (Japanese side)

When Japanese user enters in chat from their side, it is sent in English to the General side and vice versa.
