Use the http://www.jetbrains.com/phpstorm/ to develop. A lot of many warnings 
and errors in the kernel

PhpStorm uses some very strict rules on coding standards which are not all 
observed in Smarty 3.1 .

I'm now using PhpStorm myself now for the development of the next major release 
of Smarty, but we will not rework 3.1
