Provide an option so that the application comes to the foreground when
there is an incoming call.

Bringing the whole app to the top violates Apple Human Interface Guidelines. 
But you might want to try the 
following. You can install Growl to receive notifications which will be 
presented on top of all windows. Then you 
can configure notifications for Telephone (in Growl’s preferences) to stay 
onscreen until clicked. When you click 
such notification, the corresponding Telephone call window is brought to front.
