404 error on links to Vosao pages w/ UTF8 symbols in URL #518

What steps will reproduce the problem?
1. Page was saved in 0.9.8 version
2. Page friedly URL contain UTF8 symbols (example: 'про выбор' ; URL: 
http://www.netrat.eu/blog/%D0%BF%D1%80%D0%BE%20%D0%B2%D1%8B%D0%B1%D0%BE%D1%80 )
3. After upgrading to 0.9.9 or after GAE 1.5.4 clicking on the URL mentioned in 
(2) leads to 404 error.

Workaround: saving and approving a page like mentioned in 0.9.9 again will help.

P.S.: applying workaround to my site for the current moment.
