Failure loading the us-gaap taxonomy 2018-01-31 #22

Trying to load an instance document that references the us-gaap taxonomy at http://xbrl.fasb.org/us-gaap/2018/elts/us-gaap-2018-01-31.xsd throws a System.Net.WebException.
