Rescan button / auto-rescan #19

Aside the live coding feature, SE should either

  1. Provide a Rescan button in the top bar, to spare module coders the hassle of having to reach the appropriate Preference panel everytime to rescan, or
  2. Perform automatic sem rescan on startup, when it detects a new sem, a deleted sem or that an existing sem has a newer timestamp (preferred solution)
