It is possible to add a new answer even if voting is disabled #66

Observed with Joomla 4.4.0 and plugin v4.1.7

Is this behavior wanted? Or should adding answers be disabled if voting is disabled? Maybe, users could add answers even if they are not allowed to vote.-öplo.öpl
