Make aesthetic changes inspired by preparing the most recent timeslices talk:

Add simulated keyword arguments for omni Inputs
Add "SlowControls" to JEventLevel
Add is_optional flag to omni Inputs
Use is_optional flag for timeslice-level inputs in TimesliceExample file writer
