Stream splitter for EVIO/HIPO files

Create a program that can read in an EVIO or HIPO formatted file that was created from data sent from multiple VTP modules and split the data into multiple files, one for each VTP.

Start with existing triggered data files from CLAS12 and GlueX. It may be modified later when/if data files containing SRO data become available.
