Set up SDK and contrib subdirectories for scons builds #115

The SDK and the dbconvert program in the contrib subdirectory can currently only be build with make. We should add scons configuration scripts for both.

The SDK has been SCons-ified with commit df004d8bb9cf4984a9ca438dfb56c5b26e2ee5b4
