Eric: I updated the python script so that it reproduces (modulo an extra blank line at the end) the current versions of the HMS and SHMS PRODUCTION DEF-files ... maybe folks would find it useful for early online debugging and such ...

@brash99 This PR looks a little wonky. The submodules surely should not be participating in this PR and it looks like the diffs are some how correlated with a previous attempt to resolve merge conflicts. Would you mind rebasing your changes onto the HEAD of master, sync and update the submodules, and then make another PR?
