1) Fixed issue when creating BCM PARAM files 2) Fixed 6 GeV elec. livetime calculation in report file 3) Removed DC hit requirement in "should" definition of tracking efficiency

Unfortunately at this time, the hallc_replay has changed and your branch cannot be rebased safely. Can you fix this and resubmit the pull request?
