NPS replay file updates #545

A working replay set-up for NPS classes developed by Steve Wood and Carlos Yero. Added code developed by Mark Jones to THcNPSArray to handle FADC waveform decoding. Updated with Mark's local changes in early January. Tested with EEL108 data on cdaql3.

David, I think that it will be easier to have a separate github replay directory. That is what we did for all experiments in Hall C. It did not really work out to use one global git replay repo. I try to keep the CALIBRATION and MAP part updated.
