NPS class updates #492

A working hcana set-up for NPS classes developed by Steve Wood and Carlos Yero. Added code developed by Mark Jones to THcNPSArray to handle FADC waveform decoding. Updated with Mark's local changes in early January. Tested with EEL108 data on cdaql3.

Dave, The hard coded change in the THcHitList.cxx for the FADC reference time does not make sense to me. It only goes into that IF statement is it has an event 125 file. Maybe we can talk about this.
