Fixed helicityScaler because of H+ signal is no longer after qrt, Changed HelicityReader to use THaEvData::GetEvTime() for TI trigger time.

Do we need a flag in the THcHelicityReader to switch between getting the TiTime when having Coda 2.6 data and 3.0 data?
