This updates the THcConfigEvtHandler class, used for decoding the Hall C "configuration events" no. 125 to support bank decoding, which is necessary with CODA3.

Fix memory leak in THcHitList
Set prescale factors in the run object from the info present in event 125, which makes the accessible in the output ROOT file
The Podd submodule is updated to Podd version 1.7.6, which contains the following changes
Fix regression in MultiFileRun
Add generalized bank decoding routine in CodaDecoder
Event type handlers run through full AnalysisObject initialization (apparently forgotten in the original)
Exceptions form event type handlers are caught and reported, but don't end analysis
Because of the version number change of hcana (to 0.99), dependent libraries must be reocmpiled.
