Some updates to the Doxygen docs. Fixes some things. Prepares hcana and podd .tag files that the NPSlib docs will use.
The second commit fixes some podd Doxygen stuff. This commit can be reverted once hcana has been updated to use a podd snapshot that is at commit JeffersonLab/analyzer@1458918934fc3a620a30c95ab1a4b1d81dce8667 or later.
