Track extrapolation to ECAL fix #1026

As documented by Alic, Norman, and Lewis the track state at the ECAL is not computed properly. This issue is to fix the problem.

@mholtrop Should we move fwd and open a PR to fix this with the branch with the changed extrapolation starting point?
