Add detectors to be used for 1% pass0 of 2019 and 2021 data in the winter of 2022.

There are two things that I would like to do before hitting the button, but they shouldn't block 1) Rename the detector to something that is more user-friendly instead of carrying iter17 2) Add iter18 that has a simple tu correction of the back layers using a physics run (not available with the FEE runs)

I will do it tomorrow.
