Updated the LoadMockDataParameters function to allow for separate parameter/pedestal files

This had been a PR from Isaac's main branch which had already been merged, but we hadn't synced his fork following the merge. So it looked like these changes were still outstanding. After syncing his "main", there are no actual changes in this PR.
