This is a repackaging of Isaac's PR #23 "Mock param file change" after resolving a merge conflict between it and the main branch due to the renaming of the mock_data_parameters.map file.

I had created this PR after having merged Isaac's changes by hand to resolve the conflicts. But then I realized it would be cleaner to have Issac update his branch from the main branch to resolve the conflict directly.
