Missing helicity events do not get reported in the run summary properly #233

Environment: (where does this bug occur, have you tried other environments)

branch (master for latest released): operations
revision (HEAD for most recent): HEAD
OS or system: adaq machines

Steps to reproduce: (give a step by step account of how to trigger the bug)

Runs 3494 and 3508 had messages about missed helicity gates while they were being processed, but the QwHelicity Error Summary did not show any.

Expected Result: (what do you expect when you execute the steps above)

The summary should indicate how many helicity gates were missed, and how many blocks of events were missed.

Actual Result: (what do you get when you execute the steps above)

Zeroes are reported.

Addressed in operations by PR#236
