Mapfile changes #284

This should be all the crex pedestal mapfile changes. Including updated bpm pedestals, cameron's new pedestals for other devices, and new transverse pedestals from caryn.

commit 3266aef9440e4dc05ce9ede2c3a1e532bafe201d is commented for CREX changes, but has changes channel maps for BPM 8 for PREX early run. The new channel map is not consistent with respin1 definition. Channel map changes need to be verified with documents and log entries.

The changes in commit 3266aef to the prexCH_beamline.*.map files have been verified to be correct, and have been committed independently (with references to supporting HALog entries in the commit log) by commit 4e43ce1.
