CALC Alarms #8

It would be useful to have a new type of alarm that leveraged a CALC record like expression to alarm conditionally, with support to combine multiple topics containing EPICS updates using boolean logic and numeric arithmetic.

If our goal on the first day, is to include all of the existing alarms, implementation is a MUST

Epics alarm enunciation dependent on external condition ODH heads should not enunciate if disabled Corrector mismatch should not enunciate if trim rack power in alarm
