Develop, implement, and assess the ADWIN algorithm to identify variations in observed hardware metrics, which signify fluctuations in runtime performance. This will subsequently provide feedback to JRM for the appropriate management of workflow processes.

The code is completed, yet this feature will be deprecated since it is highly unlikely to share resources of a single server, at least for high-performance computing workflows.
