Hall-D: Integrate core framework

• We agreed to run the integration module by module.
• Start with data parser
• We decided to collect all experimental hall related efforts in a separate repository
• The data parser for Hall D is addressed here: https://github.com/JeffersonLab/jlab_datascience_exp_hall/issues/3
