Fixes small bugs in smoothing code and restores a scale factor for CDC hits for forward-going tracks that have hits in both the CDC and the FDC. After some work on the material map the origin scale factor of 36 is no longer necessary but a scale factor greater than one does appear to improve the efficiency. Also got rid of some mass-dependent minima for pt that do not appear to be needed any more: now there is a just a fixed minimum for all particle types. Added a small B-dependence in the drift time for FDC hits.
